The answer to this is clearly no.

There are still companies and other organizations out there trying to sell this and claim that it works. There is definitely a problem with the kind of method the software uses. The software simply attempts to speed up a slower manual process.

The issue is, submitting your site to be indexed into a search engine is almost a thing of the past now. Most search engines and other sites will find and index your site just based on if it's listed in Google alone. Getting on Google will start you in the right direction without any work. You'll notice as months go by, your site will start showing up in Yahoo, Bing, AOL, and MSN search engines naturally. If anything, I would consider this kind of software to be possibly malicious and could be frowned upon. I would stay away from it just for those reasons alone. The harmful effects of auto-submission software severely outweighs the good it could do. Yes, it can probably hurt you more than possibly help you. Just visit your site, then go to Google and wait few months for Google to index it. In the meantime, work on getting your domain's link count up by taking advantage of social networking sites and blogs.
